Once again, another character that was just selling at this particular point in time. He should be doing more but plot plays a role. The actor who plays Kwon is Korean-American so he doesn’t normally talk like that in real life but his character on the show has never been to American so that’s why he has to talk like that. I think that covers most of your questions. Your assumptions weren’t far off so I’m impressed.
Late to the party, but Brandon H. Lee (Kwon's actor) is Korean-American. If you ever listen to him talk in interviews, his regular accent is more American. Also the man can KICK.

Brandon H. Lee/Kwon never acted before Cobra Kai..and he speaks perfect English. Check out any Cobra Kai cast interview, he's a really nice kid.
