The first thing what you have to do when you come to germany is to learn the laugange then you do Ausbuildung or you go to school.i know many ugandans here who have not learnt germany but life is hard for them

Part of what you did would be recognised in Germany. There are offices meant to that, but one has to be in the country to get that service. But what would you do with the Masters when someone doesn’t speak the language?
If you went to a reputable university it is usually recognised. They assess your papers and give you the equivalent of that in their system. However, like the comment above says. Your masters degree will still be as good as nothing if you can't speak the language. There are certain fields of work like the STEM field where people who do not yet speak the language can get opportunities. It is still very limited though.
