It's called Salon Music. This kind of fun light romantic style was really popular at the end of the 19th and the early 20th century, these short pieces often (like this one, containing high degrees of beautiful virtuosity sprinkled in. They kind of went out of favor in the late 20th century, but seems to be making a comeback lately. You would usually hear them (in public) in a recital setting on the second half of the program. These kinds of pieces are really incredible and Kreisler was most known for these.
