The Constitution of India is Supreme. Once a goan gets Portuguese passport he / she must immediately surrender Indian Passport but for that Visa to stay in Goa should be given in 15days & after another 15 days OCI card.
Traveling on Indian Passport after obtaining Portuguese Passport is very wrong. It is good to be righteous.

One thing adv sidarth have said is 100% true that many pple holding both Pasport and this is the main reason for current situation.
Most Goans taking up Portuguese passports knew exactly what they were doing and wanted the best of both worlds. They are now feigning ignorance.
They charged fine and also revoked passport, surrender certificate should be given if the fine is paid.
