The low mana value commanders really can do weird things to your priorities on ramp, for sure. Hapatra is a great example. Wonder where you got the idea to talk about her... :)
I use dark ritual and cabal ritual for ramp, you could also use culling the weak, but that requires you to sack a creature. Enlightened tutor can be good for ramp, searching for an artifact like soul ring or talisman if you didn't have it in your opening hand.
What if I have an Ur-Dragon deck and I'd like to capitalize on it's eminence ability AND be able to (from time-to-time at least) cast it and cash in some sweet card advantage? Should I add cards like Gilded/Timeless Lotus or Skyshroud Claim in addition to (or maybe instead of) 0-2 mana cards like Mana Crypt, Sol Ring and 2 CMC Green spells?

I have a gishath deck so Thran dynamo and smothering tithe are really important to get me from four mana to eight mana on the next turn
This is why I like rograhk and thrasios. I don’t have a commander curve to worry about.
