You can compare Motor Suhl and Motor Weimar and say that Motor Weimar was a better team, wealthier and had a better performance, because both of them only were ONE season in the DDR Oberliga.
Also, it isn't a rule. Motor Zwickau had a big sponsor, the factory of Sachsenring (where the Trabant were built) and for this reason Zwickau was a classic team in the Oberliga, but Motor Eisenach had also a big sponsor (EMW, the factory that mades the Wartburg) and the football team never was on the main league, although it was an important handball team. Maybe there is another or others factors to explain the poor performance of Motor Suhl (lack of experience, young team, unexperienced staff, small city and a small number of fans, wich made that the team didn't have enough financial resources to make a competitive team, etc.)

How many lower tier teams never make it to the top league in their country? Sure, Motor Suhl, Tasmania Berlin or VfB Leipzig were bad. But they were good enough to get promoted there.

Motor Suhl actually climbed over a lot of better teams like Sachsenring Zwickau and Motor Nordhausen to get to the Oberliga.
