I had a co-worker who told me that she had a neighbor that did the same thing. The walls in apartment buildings are very thin, and he would listen and wait, for her to move from room to room, and than make weird sounds and remarks to make her feel uncomfortable. So this is possible.

@malibug9889 I hear and understand you on that, but it's sad & tiring that so many others have to suffer, because of that. Mental illness has been the reason and/or sometimes, the excuse, and blame for the cause of harm and destruction to others, even innocent others(such as children). Our country should begin to help with those who are dealing with mental illnesses more, without the expensive costs, so that others do not have to continue to deal with the consequences, fears, damages & heartaches of losing their peace, loved ones, places to live, etc. I completely understand that those with mental illnesses are suffering and need help/patience & understanding, but at some point, such as this situation, it has to be taken care of so that they and others will, eventually, no longer have to suffer.

I still haven't solved this, but I had (I think they have moved because it hasn't happened in a while) one apartment who would play music loudly, and I'm guessing their speakers were close to the vents, because the sound came through my vents, straight into my room. It was extremely distressing because I couldn't identify who it was, couldn't match it with any noise in the stairs. I couldnt use that room when it was going on. I do yearn to get a house and not having other people that close.

I actually had a neighbor harassing me to the point of getting a Restraining Order and Anti-Harassment but she still would not stop. Last court date, she was told to stop or within 6 you will go to jail. This is all true, her living room wall and my bedroom wall were connected. I could hear her, she was hard of hearing and spoke very loudly.

JJ is wrong in this case. If there is no reasonable evidence of you being about to commit a crime, being in the process of committing a crime, or having committed a crime, you have no obligation to identify yourself to a police officer. It's a simple mistake that people make when they are biased towards thinking that police always follow the law. In truth, it is the police that breach the law more often than average person, since they are less likely to get caught on doing it or being punished for doing it.

I don't think it's odd at all for someone to refuse to identify themselves to the police. Unless the police have reasonable suspicion of a crime being committed (a letter saying there is a strange man in the apartment isn't grounds for suspicion of a crime) it is every citizen's right to refuse to talk to the police.

It’s rough when you have a mentally unstable neighbor. When I was child ours was Ms. Betty. She called the police and told them I (a 7 y.o.) sneaked into her home at night and ate her food. I was actually out of state visiting my grandparents at the time she called. In the past, she had offered me snacks and that’s all I’d ever eaten of hers. She also told the police my mother was entering her apartment by floating through the walls. The police told my mother to avoid Ms. Betty but it’s not possible to get to our door without walking past hers. I won’t go into details but Ms. Betty’s delusions escalated to the point my mom was in danger and had to move out of the apartment hurriedly and in with a family member to get away from her. I remember Ms. Betty’s adult son dying. We had had a good relationship before then. I remember his death because that was my first time going to a wake seeing a dead person. That’s when I think she changed.
