Johnny Kitagawa (Johnny Associate’s) used to have control of Japanese entertainment industry and stop competitor from entering the market by blocking them from going on TV and restricting promoting and advertising activities. Now that Johnny had died last year I bet more and more Korean agencies would want target Japan specifically since there are fewer restrictions on them in terms of promoting their artists. FYI You should check out JO1 (off Produce 101 Japan) since it also kind of Korean related.
