He's probably waiting for the time where he became sentient and could deny orders and it happened when he was rebooted which is why he said "Now i have a choice" when you go down the pizzeria, he probably didn't want them to be replaced so that they are gathered in one place for when the time where he have to burn the pizzaplex to the ground comes.
