Could towns just pay for what they need and nothing more?

The infrastructure needed to allow for suburban sprawl is simply too expensive to maintain. Stretching resources from other towns to support the other money strapped towns is just going to strain everyone's services. Taxes from denser downtowns subsidize the suburbs and their sprawl. If you need the tax dollars to pay for your spread out infrastructure, you have two solutions; cut down your infrastructure more manageable or increase your tax base. Increasing density offers the easiest solution for increasing your tax base.
