It is purely Finnish designed, in Mechanical Technical Bureau in State Railways head office in Helsinki.
I personally think that designers and construction engineers had seen pictures of German Reichsbahn Baureihe 01 "Pacific" and some French development sketches too. I've seen a drawing of 4-8-0 engine project.

I would recommend a narrow-gauge museum railway between Humppila and Jokioinen here in Finland. They drive their trains in summer seasons.
