Hello, thanks for the insightful sharing. I'm not entirely sure how to put this. If we're not full-time researchers, applying shouldn't be a problem for the standard postdoctoral program, right?
You need to have a PhD. Your current status may not matter much as anyway you will be leaving this to work on the postdoc.

You should have the PhD certificate at the time when your fellowship starts. See FAQ on the JSPS web page too.
Thiis is very helpful. I applied for jsps early this year but no response yet. The results was supposed to Beloit by August. What can I do?

Yes you can apply in the last year of PhD. In postdocs like this, a lot of time is needed to find a willing host and then write the proposal and fill the form etc. So look at the JSPS web page one year before your likely PhD exam date abs plan accordingly. This video may help
