CACP recommends MSP for 23 crops including sugarcane FRP.
But when Department of Agriculture and Cooperation notifies MSP, it does for 25 crops including Toria & de husked coconut

Sugarcane is paid a FRP by sugar mills owner but is recommended by CACP, so it comes under MSP in total 23 Crops
