With this guy, together with Hazard, Kante and Salah, Chelsea would have had at least 12 Premier League and 5 CL titles in their name. Answer is simple. Ambition. KDB is the type of player that absolutly wants to play all games. Mourinho couldn't promise him that (wich was justified because competition was huge on his postions) so a young KDB who wants to play to develop went on loan to Werder Bremen. He did very well at Werder and basically every team in Germany wanted him. Loan ended and went back to Chelsea. Next season he's a Chelsea squad player but barely makes any minutes and to be fair the minutes he made in that half season weren't great and competition is still huge and the ones that are playing are doing well. Don't change a winning team. So Mourninho (again justified) isn't playing him. But like i said before, KDB is ambitious and wants to develop so he made clear to Chelsea he wants to leave because he wants to play (and offcourse knows that almost all Bundesliga teams really want him). Chelsea offer to loan him out again but KDB refuses and pushes for a permanent deal. Wolfsburg (at that time a upcomming team in Germany throwing money at players) put in a good offer and Chelsea accepted. Mourinho knew KDB had huge potential and so did Chelsea but eventough his huge potential he wasn't better then the established players back then. I think all parties involved did the right thing. KDB is right in wanting to leave to play and Chelsea showed grace by not halting his career by forcing him to stay tied to the club.
