Not saying that just because it’s 8 bit, I love 8 but graphics, but even by 8 bit standards the game looks way too simple, every single game past Mega Man 2 looked amazing, especially Mega Man 5 and 6 so I don’t see any reason why 9 and 10 doesn’t look as good,
Capcom clearly used mostly Megaman 2 assets on 9 and 10, and while fans loved it and clearly desired this simplified, pure formula, the graphics and sounds are rough and simple compared to 3-6. Megaman 3 will always be the perfect Megaman game to me, though it probably pushed the NES too hard (lots of slowdown and sprite flicker)- but it introduced a polish and refinement that the rest of the series continued.

What I dont like much about this game, is that they made it thinking too much about Mega Man 2, while me I always liked Megaman 3 and 4 a lot more in the NES era. I know Megaman 2 have a lot of fans, but in my opinión I would like it a lot more if it become a game a little more advanced than Megaman 6, like what kind of game Capcom would make if we where living in 1994, and not a nostalgic fan service game.

I get the idea that Protoman supposedly stole those moves, but it is a lazy move on Capcom's part. I also have to wonder why they went back to using the old sound effects for firing and such, not that it's a big deal.

If I understand your question, they used the classic 8 bit style for this one and MM10 as a throwback to the NES era, mainly MM2 (hence the music and old school sound effects, and lack of slide and megabuster).
The only way to play it on PC is through the Mega Man Legacy Collection 2, which you can buy off steam. Set up Steam if you haven’t done that already, find the Legacy Collection 2, purchase and install it, and you should be good. Does that help?
