Imo, Carol wasn't telling Rick to kill Pete. She was predicting that Rick would be forced to kill him in the end. Because she knows from personal experience with Ed that Pete is not going to change. His abuse of Jessie and their sons is only going to escalate. Which means Rick, as constable and to protect Jessie, would wind up killing him to stop him.

It's only the police state and the fact that justice means not doling it out, and not allowing the people to decide; men in communities have given that control and ability to use their common sense and sensibility to judge these things amongst themselves to other people. In any society, even two hundred years ago, Pete would have been legally called out, by Rick, for a showdown (duel) between them just because Rick felt insulted. Or vice versa. It would have been perfectly normal for them to shoot or stab each other to death just for a perceived slight. This is human nature, and what the world used to be like, and and always was like. Men handled things, and they took out the bad guy and nobody batted an eye. Cause people didn't used to like bad guys or care about their rights and feelings. This is not chilling, it's a return to normality, just like the guy in 28 Days Later said. People, killing people. 🤷🏼♀️

I feel like it made Beth's arc/death for nothing. Glen had pretty much taken him under his wing probably because of Beth's sacrifice. It was the last connection to Maggie's family. I agree with drum, at least another season.

It’s only been 8 months and in that time they lost the prison, went to Terminus, Beth and Tyrese both died. All Rick was doing was substituting Jessie with Lori while he was having a breakdown.

Rick and crew are new to this place and after Deanna's (the leader) son dying, and Gabriel (the priest) talked to her telling her that Rick and the others are dangerous and cannot be trusted, she will most likely not even listen to what Rick suggest they should do about Pete. Of course, I could end up being wrong about that but from what we saw this episode it is safe to say this community is weak and turns the other way to these sorts of things IF Pete is in fact beating his wife and kids for however long they have been surviving there, then the only option is to kill him before it gets worse and he ends up killing his wife and sons.
