It seems you don’t know too terribly much about Gensokyo. To help familiarize you with the setting and some of the characters, I’ve taken the liberty of compiling some information for you.
To start with, Touhou’s story is convoluted and told over the course of many games, often indirectly, and through the understanding of esoteric oriental mythology.
Here’s the gist:
Basically, Tsukuyomi, the mysterious Japanese god of night, left earth for the moon with his relatives because they’re prejudiced assholes who view terrans as subhuman simply because we’re not immortal. They then used the light of the moon to create a race of spiritual beings manifested from mankind’s fears called youkai. They did this to slow humanity’s development, as they saw our rapid advances in technology as a threat to them.
The Touhou games take place in a land called Gensokyo. Gensokyo was created as a refuge for youkai. Why would such a thing be necessary? Well, youkai subsist on human emotions, most commonly fear and faith. As humanity advanced technologically despite the constant attacks by youkai, belief in them and fear of them decreased over time. Eventually, youkai could no longer survive and began to disappear. Around this time, in 1885, a small village in a rural area of Japan disappeared.
In reality, a powerful youkai by the name of Yukari Yakumo, with the assistance of a dragon and the Hakurei lineage of onmyoji and miko, enclosed the village in a barrier that completely separated it from the outside world’s influence. The barrier was linked to the Hakurei lineage and would persist as long as there was a living descendant. The barrier insulated the youkai living in Gensokyo from the outside world’s unbelief and allowed them a chance to learn to coexist with humans. The barrier also attracted things that were lost and forgotten in the outside world, leading to the periodic appearance of youkai and miscellaneous items, including technology. Due to the barrier and the numerous youkai who live in Gensokyo, the technological advancement of the humans living in the village has been rather slow compared to the outside world. However, they have offset this with the use of magic, and some residents, like the inhabitants of the Moriya Shrine, along with the kappa, have begun to try and modernize Gensokyo with wind turbines, nuclear fusion reactors, cable cars, and power lines.
Nobody knows much about Gensokyo’s mysterious creator, Yukari, but she bears a striking resemblance to another character, Maribel Hearn, and even has a similar ability. It’s theorized that they are, in fact, the same person, just separated by thousands of years after an accident that sent Maribel back in time. There’s a lot of lore that goes unsaid in the games but is nevertheless present in various hints hidden in dialogue and character designs.
For instance, did you know that Eirin, Gensokyo’s resident doctor operating out of Eintei, is actually a close relative of Tsukuyomi? Blew my mind when I found out.

Now, as for the nature of Youkai and the power structure in Gensokyo. Youkai subsist upon human emotion, most commonly fear. They’re apparitions, so they don’t need to eat. It makes no sense for them to kill the source of their sustenance. We hear a lot about it, but no concrete examples are ever provided, no names given, and no one ever questions why. The recently ascended beast youkai who aren’t fully sapient yet or who can’t control their instincts they had as animals make sense, but everyone else? What’s more likely is that all the nasty rumors about them killing people and eating them are bluffs perpetuated to generate fear. A massive conspiracy exists between Yukari, the sages, and certain residents of the human village (I’m looking at you, Hieda) to spread these rumors and generate fear, as Gensokyo was created to be a preserve for the vanishing youkai. This conspiracy was forged after the arrival of a certain scarlet devil to Gensokyo; the ruinous and utterly one-sided battle that followed between her household and an alliance of native youkai; and the subsequent inception of the spell card rules.

It's 8/8. The guitar is just accentuating the uptime so it feels like ternary at the quarter note.

To me it sounds like most of the short segments have 3 notes per, but 2:32 distinctly sounds like 8/8. I don't really have much practice with identifying beats, though.
It's in 4/4 time. The hi-hat is the time signature. The whole song is 1-2-3-4/1-2-3-4/etc.
