No, it will not take 5 years... It will NEVER be fixed. The basic cause of the collapse of Eskom, Transnet, SAA, Denel, local government, the economy, the rand etc...is BBBEE... The ANC uses BBBEE to not only enrich themselves but also to buy votes....they will therefore NEVER get rid of this racist policy and therefore the water system will NEVER be fixed...
