Sorry for late reply. Your comment went to spam just now saw it. Bjt will switch on depends on VBE value(VBE will create base current). For example , your VBE value is 3V and if you connect 1k resistor series to base terminal then according to owm's law, 3 = I * 1000 I = 3/1000 I (Base current)= 0.003Amps or 3mA Now check your datasheet to find the minimum Ib value to switch on the transistor.

It is not like a negative voltage. + Means non inverting and - means inverting. I said in that video, if - pin exceeded/equal the +pin, then output will be zero. Like a normal comparator.
