It depends on the course. A lot of courses have a policy of not allowing you onto the course unless you are a player. Then again, that's probably more policy rather than law, so the question becomes whether they are able to stop you. You could certainly take pictures if you were playing on the course, or were simply viewing the course from another public location.

Oh its definitely not illegal, I know that and was not trying to say that. But I was trying to point out why one might approach him and ask him why he's recording/ask him to stop recording- it's scary to feel like someone's watching you, no matter if you work for the governemnt or not. And I wasn't meaning to say that it was okay for the government to do that; I was mostly trying to remind him (and everyone) to be kind, understanding, and respectful of people's wishes. :)

They're on video the whole time at work, and can't even see the faces of anyone who might be watching. Do you really think that post office has no surveillance cameras? Their discomfort is not, then, from being filmed (they already are), but being made acutely aware that they are being filmed. When it's the security cameras they see every day, they can kind of fade into the background, but now they're being reminded that they're subject to monitoring. But it's not like they'll stop being watched and monitored when he leaves.
Why don't you go to Compton, or maybe Downtown LA and perform a First Amendment Audit on the people there? Film the people walking the street tho, not security or police. Let's see how brave you then, in protecting your First amendment right hahaha
