Modern fighting game characters aren’t built in such a way that they don’t “function”, and they all have a “Powerful Thing” they like to do. As such, what makes a top tier character in all modern fighters isn’t having a powerful thing, or even how powerful it is exactly, but instead how often, and easily they can force the opponent to navigate their powerful thing.
Whoever you play is an overtuned top tier, meanwhile whoever I play is an honest low tier who needs massive amounts of skill to perform well with. If we play the same character then I'll just say the matchup is 6-4 and refuse to elaborate. If you try to argue with me, I *will* cry.
Ky is Xrd was balanced - so much so he had no "bad" matchups (yes, even johny somehow was considered 5-5) Which propelled him into top-5 and a regular tournament top-8 by the best Ky players.
I've always thought each character is very well balanced in the sense they ALL have something fucked up about them. Axl's zoning, Lewis's heat, Ky just being himself, Millia's mix up and so much more. They're all broken af, it's just how you play them. And how some may be easier to play than the other, and there may be some matchup advantages, at the core of it, they're all A tier in their own right.

he doesn't have consistent conversions, his pressure is only good when he already has an error stocked and his average damage is surprisingly low since his explosive damage comes from cranking risc rather than being sol and getting counterhit c.s

Neutral-Skipping and you mention Sol instead of slayer lmao. Sol is the one character in the top ranks that actually is forced to play neutral with you because he doesn't have massive buttons like Nago, Ram, May. He doesn't have a "I win now" button like Nago or Goldlewis. He doesn't have "Mom says its my turn" like Chaos 214S or 5H. He has to work his way in. Granted, he has f.S which is forward advancing and +2 on block but its still Neutral.
A reminder to Strive players that GG Strive has not been a competitive game for 3 years.
