@@Zorot99 if the loads are still going to the pad and there's nothing preventing it from rotating it won't work. You better off landing the column on the beam, shifting the pad from the boundary and making it a concentric pad footing without bending moment.
I have to design a structure where plot size is 20' wide only and all the column are at the property line so I am going for strap footing, but to analyse and design the strap footing where both the column is eccentric I tried to search any design example but couldn't find one. It wouldn't work like you described (for footings example) - like beam with two fixed basis...idea is good, but it's wrong. Cantilever is more closely. But the most closely will be "beam on ground".

Can we prevent the rotation of the pad footing if the we were to place these ground beams at the top surface of the pad? Not from the base
you mean like a stepping the beam into the pad?

Why the pillar in one of the footing is at the middle while the footing in the opposite pillar is at the corner
That's a boundary column. You cannot encroach the neighbours property.

Calcs are the same. Just draw the free body diagram with cantilever on both sides. Make sure there's no uplift
