A subway is currently under construction connecting BGC to the rest of the metro. It will also have a line that will connect it to the airport (NAIA). Bright prospects ahead.
"Under construction" in the Philippines is not a standard English term. It's Filipino English, meaning 5-10 years to completion. The Tagalog expression for that is "mamaya na po" (years) or "drawing lang" (decades).
Yes, in a few years (hopefully before 2030), BGC will be connected to NAIA via subway. Clark Airport will also be connected by a separate project (North-South Commuter Railway).
The construction around the BGC just confirms that the BGC that the world is talking about is NOT a bubble rather the reality of the creation of a new city and will be in the next five decades. However, there are new cities being created and built. Even where the SM MOA is found, the whole area is a reclamation area of nearly 1,000 hectares, now fully developed. That is the reality of the Philippines. No turning back. Check out Vertis North, too.
So far there are 4 railway systems in and around Metro Manila. These are the MRT along Edsa, LRT 1 in the City of Manila, LRT line 2 that will bring you to the east side of the metropolis and the PNR connecting Manila to nearby provinces. Currently there are two subways underconstruction and it will create big change in the near future.
Tagalog "near future", meaning "next decades". When those are finished, new problems would have already arised. As MRT-7 was originally planned in the 70's and we are still waiting and suffering the unending road works and destruction of pedestrian areas which will never be reclaimed.

The Philippines seems to be more developed than S.Korea. Manila subway and skyscrapers are better than Seoul! 🤙 Manila is the best city in Asia and a wonderful city. There are 1,000 buildings over 30 stories in Seoul, but there are more than 2,000 in Manila. The streets are dirty and the streets of Korea are overflowing with beggars. More than 50% of the people are beggars. Manila is a clean, beautiful city with high-rise buildings, large shopping malls, and overflowing with rich people. In Manila, restaurants and convenience stores are all guarded by security guards armed with live ammunition. S Korea is so poor that they cannot hire security guards. So Manila is wealthier and safer than Seoul. The Philippines is rich and Korea is poor. Korea should ask the Philippines for help. The only thing they boast about is kpop and k drama. They are poor and cannot even buy fruit because the cost of living is high. If the Philippines had not helped them in the Korean War, they would have become a communist country. Korea should be forever grateful to the Philippines.
Seoul has still ahead to Manila in terms of public transportation system like trains but, when it comes to number of tall Skyscrapers MANILA top notch Seoul. MANILA rank 10th in the world in number of Skyscrapers while Seoul only rank 13th

Plus, I didn't see a single homeless there. I have no idea why u think it's full of homeless. South Korea is pretty rich as well. I live in Washington DC in the states. We don't have one single tall building in Washington D.C.
