Clan his weapon does have an cap of 3, so max +15 from the ally stat thing and +5 for >25% HP is +20. Which is still nice for an weapon you can give to others. Petra has the same cap it seems

It still makes me sad that they decided not to add in body art/gauntlets as a weapon. I know there aren't that many units that use it, since it's only in two games, but there's always OCs and seasonal alts. Daggers were only a weapon type in Tellius and Fates when FEH came out but they gave it to a bunch of other units too.
Frankly putting Meg and Brom on something like an Easter or Harvest banner seems like an obvious idea, but they just haven't done it yet for whatever reason.

I think IS just don't give themselves flexibility when it comes to unit planning. Summer Bernie was probably already planned by the time she won CYL in January. So it's more so a coincidence and a lack of systems to swap units out short notice. I think they would have picked someone else if they knew Bernie would win CYL this year.
