Steve won the fight at the Helicarrier and overpowered Bucky, even though Bucky was full Winter Soilder mode and was trying to kill Steve, whereas Steve was holding back because he didn't want to kill him. Also Steve has had considerably less training than Bucky and he's still able to hold his own in a fight against him really well.

The amount of damage any human could do to another person if they had no emotion, conscience, or guilt is extremely significant. Add in a scientifically enhanced physical body, soldier & assassin training, as well as torture and mind control you’ve got an unstoppable force. the winter soldier was engineered to be ruthless and to complete the mission assigned without any emotion. Bucky on the other hand, has humanity, emotions, memory, morals, a conscience, and an immense amount of guilt for what he was forced to do for 70+ years. Obviously there is going to be a significant difference in his fighting choices. Winter soldier was assigned to kill, no matter what. Bucky doesn’t want to do any of that, he is trying to revive his own life and by doing that he is intentionally holding himself back. He was only capable of the level of WS because he had nothing in his head but hydra, but Bucky has everything in his head, he’s human in all senses of the word. That’s the difference.
He would also put his body through so much because the brainwashing made him not care for himself. Like how he landed on his feet and stopping himself by grabbing the road, that is so hard on his body
It's even visible in Civil War. The way he fights when he's under the mind control is totally different from the rest of the movie. He's a force of nature. He's not weaker. He's pulling his punches because he doesn't want to kill anyone.
For anyone complaining about him getting nerfed in his show: He has a severe PTSD & trauma, he's on presidential pardon, he can't break rule no. 2, he has been out of practice for a really long time now and he doesn't want to fight anymore. All this lines up perfectly with why he nerfed himself and it also progresses his amazing character development. By the end of the show, he was more comfortable in his own skin and was starting to accept himself so maybe the next time we see him, he finds a perfect balance between himself and the Winter Soldier, so let's not be too quick to judge.

Yeah but probably Bucky didn't like the silver one because it was forced on him and he killed a lot of people with it. Change of colour probably lets him associate the new one less with trauma and more with a cool prostetic. Besides, at the start of the tfatws he's pretty insecure about it and with his dark choice of clothing makes it less obvious. I'm not saying there's anything wrong with people seeing his prostetic, just with Bucky's mental health state and low self esteem it probably helped if he was able to not be so singled out at first. I'm so happy he got more confident about it after the van scene.
If you all say he isn't badass now, that's really insensitive of you all to discredit someone who's a survivor of abuse and trauma. The fact that even after enduring 70+ years of physical & mental abuse (and probably sexual abuse too), he didn't quit on everything and is willing to keep going on in life just proves how badass and strong he is. This mental strength is a way better display of badassery than any of the physical fight moves.
