when the transistor is cutoff role of battery Vcc is out. Now comes the capacitor.capacitor will take the in-charge of turning the transistor ON in the next cycle. Ic will be zero but, due to capacitor there will be Coil current, when transistor is off (cut off) it will induce emf in the base coil and cycle restarts
I think there is some mistake in the explanation when voltage becomes zero in the inductive feedback coil then charging capacitor come into action and provide the backup voltage and then used to discharge its energy through inductor. As inductor gets the voltage through capacitor it creates flux and provide feedback voltage to feedback coil and then the cycle continues in the same way..................
