I can imagine you would take the piece of paper with riot act on it off the police officer who would read it, by whatever means possible . It would prevent the riot act from being read. Thus, the crowd wouldn't have to disperse
I am not from the UK but isn't the riot act why the police can't drag off those pr!cks from 'just stop oil' that block traffic? They basically have to wait an hour before they can forcibly clear them. Like I said, not from the UK, so that's just the info I remember from a few online articles and youtube videos about it.

This clip reminds me why i stopped watching QI. Alan just can't let anyone speak without jumping in with some loud shouty "comedy gold". Every 5 seconds it's "look at me, look at me!" I used to find his bits funny but the level of interruption got too annoying.
Remember him when he was on the tv wearing those kids jumpers then he got into Westminster as MP for Chester which is owned by the Duke of Westminster so he was spooned into that job he's now on BBC radio aka the licence fee gravy train where all the old dead wood Tories end up filling the pension pots

In this episode they couldn't get through introducing the buzzers before Gyles had to interupt with an anecdote.
I used to find him annoying the way he'd tie any story to something from his past, but now I find a lot of them actually interesting and/or very funny
