The Port of Philly recognized they had issues which they managed to address. Who was responsible for overseeing the FSK bridge? And who was the Bay Pilot on the Dali?
The ship should not have been cleared to depart. Not sure how that is regulated. Didn't the Captain report to the pilots that it was mechanically sound? That was a lie.
The Crew? .. they're getting renewed Visas to return to India...and a Care Package from Maryland. The breakers that tripped? They were from South Korea

According to the NTSB report the ship was unfit to leave. The crew lied to the pilot.
