if you start lacing up the string from the bottom set of eyelets then you can have the ends at the top so you can adjust it when you put it on. because you started at the top and the shirt was laid flat, the string is slumping/slacking . if you leave the ends out at the top you can tighten it like shoelaces to better fit your body and so the strings stay straight

I was going to say the same thing. Tulle is a fine mesh/net fabric, like what tutus and wedding veils are made of. These are just various trims.
