I live in the 914. I've been trying to find a recording from what must've been Bell Atlantic that had a "If you'd like to make a call, please hang up and try your phone call again" message, for when you leave a phone off the hook. The speaker had a New York area accent. And sounded like he was in his 40s at least and white. The used that recording through all the 90s to probably the early to mid 2000s. I don't know if everyone in the New York area got the same recording. But we definitely did in my corner of Westchester
That was a local recording, probably some guy who worked in the C.O. Only people in your neighborhood got that particular recording, and it's unlikely that anyone recorded it. I DO have an audio program about those recordings here: th-cam.com/video/ngRb6mBB9HY/w-d-xo.html

88 does have letters my grandparents had TUrner 4, I may have heard a version used in England
