My personal theory is that Veda isn't evil at all and is doing the classic anime tough love of beating up the main character. I think he's trying to help Visas reach his complete form in his own way, and the reason he's so pissed looking and throws Visas back in time is that he failed to save two of the planets this time through the loop. And what a better way to motivate Visas than to give him a seemingly unbeatable, planet destroying enemy to fight?
Adding to that, I think Veda's plan is to have Visas achieve Nirvana, the highest level of enlightenment and obviously, we still have 2 missing planets. So, Veda depowered Visas for that reason.
Veda might be concerned because he actually wants Visas to achieve enlightenment and is dissatisfied with his progress. Would be a nice twist. Could indeed also be as you suggested that he's unhappy he only got as far as Astraloud.
Usually it's Shiva's job to destroy the universe at the end of the cycle so that a new universe could be created. While Vishnu or in here as we call him Visas's job is to preserve the order in world but everything has to end and he will go on losing forever or Visas and Veda make peace to fester the world while Visas protects it, if he can't it will be destroyed by Veda? Expecting the next set to reveal a 3rd deity which creates the world.
I sure damn hope that its not the end of Astraloud/Astroud. I truly do love the psychology behind its creation and meaning. It always had me thinking inside at how strong Astraloud/Astroud was with just the three Hearts (Riseheart, Reinoheart, and Reicheart). No surprises that the effects of it was just because it was running through at half strength without the other three hearts. I do pray konami just create and reveal the other two remaining Heart monsters already! Followed with a new stronger Astraloud/Astroud .

I mean, Veda let Visas to reach a certain point of events before he decide to show himself and made Visas start all over again. If any, he was kinda represent the cycle of death and rebirth itself which Visas must overcome to reach divinity. Could it be, Visas arrival to mannadium is too soon, so Veda show up to correct things? I mean, he fail to tame his " Anger", and too soon to feel "joy"?

i like the visas story, but i think most people don't really follow it as much as albaz because the references are a lot less obvious, being from a non very comonly known culture

Since we got Astraloud/Astroud which is technically an upgraded form for Visas Starfrost and Visas Amritara is the upgraded synchro form. I can only assume that Visas Starfrost will soon get an upgraded Xyz form. 🤩🤩🤩

I can't remember if you've already brought this up, but VBEX 3 implies that someone separated Visas from the rest of the "hearts", most likely Veda.
