Leipzig was in East Germany which was a closed society. If they had anyone from outside the country, they would have been from one of the former Soviet countries. People couldn't come in from outside the Soviet bloc and audition for these jobs. I'm sure they can now, but they would have to wait until an existing member of the orchestra retires or leaves their position.
Perfect tempo. Magnificent piece by a brilliant composer.
