It's actually pretty smart to mask the technical limitations of 2000 and only limit it to roof tops by making the whole ground unplayable. Sucks for players who want an open world but its smart on the developers side.
This game on the n64 was hard for me. Because the 1st venom fight o could beat him until years later, then once i got to carnage man it was fun fighting him. Hearing his sadistic laugh made me laugh lol.

It worked on me as a kid, I really bought it, the idea of “lazy developers” didn’t exist to me. Good times.

According to the game, the fog is designed to mask the movements of the symbiotes so people wouldn't know the danger.
It was used to hide the poor rendering
So the devs had an excuse for why you couldn't see the ground in the opening levels.
