A pension fund is like giving someone else your money to gamble with. It is all a con, keep your money and invest it yourself. There are no guarantees.
Each pension plan is dictated by the company or employer. They define how and when the funds will be disbursed. It is likely that your father's plan does not allow a lump sum pay out because it is costly to the company to pay out amounts over 100,000. Hope that makes some sense. Your father is well within his rights to ask the terms or conditions of his pension plan...
Actually, a guaranteed pension is no longer guaranteed. the company sells it to an insurance company so the employee loses the government guarantee. Pensions were not that expansive when CEOs made 100 times more than the janitor. Now that they make 100000 more than the employees, it is really hard to contribute to employees' pensions and pay for their salaries, their personal plane, their 25million bonuses and the gaz for their big boat. The America that contributed to employee's pensions was a great America, now it feels like we are turning into a third world country with all the homelessness in public parks and employees having to work until they die.
