Because Soul society authorities are afraid of someone being so powerful to overthrow them. - Why do you think central 46 and Yamaji refused to teach Zaraki the proper way of the blade - why frame Tessai for using forbidden Kido - why expell Urahara from Soul Society - why chase Hitsugaya just for having the exact same Zanpakuto as a criminal although he was one of the most praised members - why it's forbidden to transfer soul reaper powers
Ichibei said something very important about the Gotei 13. He accused them to be pathetic because 1000 years of peace made the Shinigami weak. Sidenote 1000 years of peace made the Jedi weak. For a millennia the Gotei 13 didn't have that great of a competition. That was before the story of Ichigo
Story wise having a threat like Aizen literally grow under their nose, banishing assents like Urahara and having to be saved by a outside force in Ichigo is a huge failure for the Gotei 13 and makes Ichibe statement valid, the Gotei 13 became too unreasonable and bureaucratic with stupid rules and regulations, unlike in the past where they would have used any method to get the job done.

I can imagine that the authorities that gouverned soul society (central 46) allowed for Yamaji and Unohana to form a organisation that would work under them to protect those in power like the aristocrats. This is why he took Shunsui and Jushiro under his wing, so that they could one day surpass him and lead the Gotei 13 in his place. It's not the same relationship he had with Sasakibe. Yamaji was a very stubborn person due to him being a former criminal the judgement of central 46 was absolute.
Power SHOULD be one of the prerequisites for joining Squad Zero. The Soul King's royal guard shouldn't consist of Shinigami who are Mid in terms of strength.
Kirio, in "Spirits Are Forever With You", was said to be one of the people able to take down a small-mountain sized Menos (that was taught to require several captains working together to subdue) with the same level of ease as Kenpachi Kuruyashiki by the aforementioned Kenpachi, along with Yamamoto and the heads of Kuchiki and Shihōin clan. This was while she was still a captain of the Gotei 13. So her own combat strength should've been high.
Power obviously is a prerequisite, but it’s not needed because once you join 0 squad, they give you more power in means of infusing the soul king reitsu, and the oken into your body. That’s why people who make massive contributions to the soul society are chosen because with that extra power given to you, they can be certain you will not defect

Who's to say squad zero didn't use those same contributions on themselves in the span of at least 110 years ago (when Kirio Hikifune was promoted into squad zero after inventing the Gikon, and with it the means of increasing one's Reiatsu)?
I asked this question also. He has probably contributed among the most in soul society. My only guess is he wanted to stay as the head captain. As a royal guard he could only protect the soul king. As the head captain, he could protect and nurture the future. It’s the only thing that makes sense.
It's pretty much confirmed by Yhwach. He wanted to watch over them. Which is why he took Kyoraku and Ukitake under his personal wing. So that they could surpass him and lead the Gotei 13 in his place. He is the founder of the academy after all

I know this is off topic but do u think that Base Yhwach could have subdued Aizen during the 1st invasion? Yhwach even claimed Aizen could serve under him as an underling and that he could unalive Aizen but chose not to due to time restraints.
