A lot of this varies somewhat state to state. I would add attending falconry meets/club functions, prior to trying to get a sponsor. You're asking for a large input of someone's time, and usually they want to know you, so if you don't already know someone, it really helps to meet them. You also want to take the test before even beginning to look for a sponsor. The test is no joke, and showing that you've put in the basic work of studying is a must. Some sponsors even require that you scout a certain number of decent locations prior to agreeing as well (ex: 25 spots with game where you have permission to hunt - it sounds like a lot, but a falconer might wind up with far more in order to keep going throughout the season.) Finally, there are some rare falconers who require you to prove that you have a medical fund (say $1000) for your bird prior to taking you on. (I've only read about this, but I've seen it in multiple locations.) There are no legal requirements that a falconer take on apprentices, so if you're in a low density area for falconers, you pretty much have to jump through their hoops if you want to convince them to accept you. All of that said, I was lucky. There is literally one falconer within 75 miles of my home (he's about 20 miles away) and I didn't know him at all. After some discussion and getting to know one another he agreed to sponsor me. He didn't have to, and I'm genuinely grateful that he did.
