I been doing DH style surf build for tempest almost 3 months. Here is my build focused on buffs, crits and summons for a ranged attack

ESSENCES:
Head - Dream And Drown (this is basically another DOT imo and since we are pew pew shooting this while active it infects anyone getting shot meaning they’ll receive extra crit dmg after the first hit to all enemies hit by you from a far, see below)
Chest - Fade To Bronze (Cascade adds un-nerfed bg crit dmg 47.5% and this is from all sources and players, not just you)
Shoulders - United Defiance
Pants - Howling Anchor (bleed) - OR - Seafarers Trows (dmg buff)
Main 1 - Shriekworth
Main 2 - Skein Parter
Off 1 - Maroozhi Spine
Off 2 - Hurricane Hitch

Power and Command, regardless of what it’s on whether it’s power (primary) or command (skills) you and your zefs by extension will receive that 24% dmg boost 100% of the time since the zefs come from a skill.
