For people who are wondering what is happening here. This is a controlled spillway to relief some water pressure from the river. Some areas along the rivers are dedicated areas that can be flooded in a controlled fashion when there is too much water in the rivers. In other residential areas they need to pump the water back into the rivers in order to prevent damage from the water. All the swales or trenches in the entire region are connected with each other, so that is why they can put such a big pump in such a small trench in order to pump the water back into the river.
It's obvious those blocks have been placed there for the sole purpose to use this extra space to give the water more space. It's something the Americans could learn from with their Mississippi river, because since the United States is very large there is more than enough room to give that river also 'space' to overflow when it's higher than usual, and put dikes further away from it. That would also prevent a lot of floodings. Sadly the Mississippi is pretty much closed in on many locations.
