They both look exactly the same,(purple scarf, triangle instead of a square, intense eyebrows, same attitude, etc.) and are both copies of MegaMan, as well as having the exact same battle strategy, except one has access to weapons because he was copied at a later time.
The beginning jingle is taken from Sonic The Hedgehog on the Game Gear, followed by Dr Robotnik saying something along the lines of "snoopy" and a buzzing static, probably from either amplifying the static of old box TVs or plugging in/taking out an audio cable from a TV.
