The Winter War made sure that other than suffering a pyrric victory, the ussr could never hope to fully control Finland with any investment they can realistically afford. Without capturing Finland or getting rights to build naval bases there, they could never hope to expand in Scandinavia or control the Baltic sea, thus their position in Europe is weakened. They had a victory, but in grand strategy it was a definite loss.
