You got it sorta right. Each boss kill unlocks a new tier, you cannot just keeping killing the same boss and you have to get at least 20 for agent. You need to not only complete the rifts, but you also need to complete them on every difficulty lol

Here's some info I see everyone miss. (This video technically tells you, but not exactly).
Any mode. Beat the boss, get a point. (Tier). Each Rift has 4 difficulties (If memory serves me). Meaning, beating the boss in each difficult means 5 tiers.
In short, every time you best a boss for the first time, you tier up. Beating 30 bosses gets you all the rewards
