back in an age lost to the mists of time we used the same kind of material to add lips to thfenders of our 4X4's to cover the big wheels the stuff available here in the states then and now has a round tube top kind of like if you glued a garden hose to one side of the material you used. It helped keep the "flares" stiff, especially when we used the 6 inch stuff

I just did this to my 96 Ram a few weeks ago! Lol. I used 4" vinyl floor base tho (used commercially) bc I couldn't find edging like this. "lowered" my truck 3" (my truck actually had a 1" tab built into the body along the whole side, and had a 3" chin spoiler on the factory bumper. Truck is lowered 2"/4" for now until I can afford those expensive $400 spindles and also a low profile transmission crossmember and a 1 piece aluminum driveshaft to eliminate the carrier bearing and its crossmember (weight reduction!), but this gets my truck 3" lower, aerodynamically speaking, to the ground, to help keep air out from under the truck, reducing turbulence & drag (reduces vibration slightly at highway speeds), as well as slightly lower air noise inside the cabin at highway speeds too. Great mod to do!

Two tips for riveting: 1.) If you have to rivet many rivets or often, buy an air riveter. You'll never want to rivet without one. 2.) If you want to have permanent black rivets, just buy black ones...
I used the same type of edging for my Jeep Wrangler for temporary fender flare extensions. I used zip ties to hold it on. My girlfriend hated it so I liked it that much more.
If you want to get rid of the 'white/grey' edge on dark colored cut plastic, a quick blast from a heat gun with a small nozzle will re-melt just the edge and turn it 'mostly' back to black. Works well on ABS as well. Just don't overcook it. For best results, get an adjustable heat gun (such as those used for electronics work) and set your temp just above the melting point of the plastic you're up against.

Ground effects and spoilers do work otherwise you wouldn't see them used so much in racing. A front air dam doesn't work at slower velocities, but get in the zone and that all changes.
The Garden-lip is actually used ALOT on Ecomoders to keep air from entering beneath the car. Usually they see a 5% increase on MPG with a lip installed. So its actually doing something.
This is sweet. I did this to my S13 Silvia years ago. The edging I used was almost a rubber kind of thing. Also, I ended up blacking my rivet heads out too. I didn't like the silver look.
This will give some "ground affects" by giving a place for a low pressure to build, somewhat. I would recommend putting washers on the rivets. A small area like that will split the plastic from air pressures and vibration while driving. Rivet washers can be bought or stainless washers for bolts the same size as the rivet shaft.

same stuff here has about 1/2" round tube at the top, would look good with the tube at the bottom edge. it can help some cars to not get blown around as much by wind just for keeping some air out from underneath.
Did you think of putting a little bit more strenght into the front of the bumper? Maybe a couple of little brackets. Because at motorway speeds the air might push on the garden edging and try to pull towards the ground on the lower part of the bumper which is weakened by the massive cut for the intercooler. If you make the brackets in such a way that the strained piece of metal would be strained lenghtwise, you'll probably get away with a very light(therefore cheap, wich certainly doesn't hurt a thing) and effective bracket.
