If you were to drill a small hole either where the flat end meets the dowel shaped part, then you can stick the wire in the hole to keep it steady or if you had multiple little holes up and down the center of the flat end, then you could use all different sizes for the wire length for various feather sizes. I know that sentence was very run-on, but I am sleepy. Hope what I said makes sense. Of course you'd have the notch at the top end like you were talking about. :)
It would be interesting to see what a feather like an ostrich type of feather. I was thinking of doing a small feather for a pirate hat on a mouse critter.
I don't know if anyone suggested this but maybe carve out a line down the middle of the tool that the wire could lay in. With the top held snuggly in the tip and a carved out area for the wire it would hold it especially if you continued the line to one side of the tool so you could start a wrap around the handle.

Could you tape the wire on the dowl while you wrap? just a tiny piece would work
