So lesser Nobodies can talk but probably not in english, I am positive they remember who they were as humans. The reason Roxas is NOT Sora or Ven is is because he is Sora's Nobody and he and Sora coexisted. So Roxas's heart/soul is his own.
Question (and possible spoilers): why was Roxas able to use the keyblade right then and there? And why couldn't he pull it out on command like Sora or like he was able to when he was with Org 13. Besides the obvious fact that he only had half of Sora's power, my theory is Namine reduced his power, whether on purpose or just by the fact that she was repairing Sora's memories, and temporarily gave him some of his power back to defend himself. And the keyblade forms from data in these instances bc he lives in a data constructed world atm. And it effectively overwrites whatever is in his hand at the time. Some of this stuff is probably obvious and probably already answered (I only played KH1, 2, Rechain, BBS, and 3. So There are gaps in my knowledge) but I just thought about this after revisiting this scene. Appreciate you posting this and still having it up for people like me to come back to.
You need to watch the kh days movie, and other stuff youve missed out on as well that have a lot to do with some of the story in kh3 and will affect kh4
My take is he just doesn't remember wielding any keyblade in this point. His memories were all erased when he was transported into this data world. This keyblade was probably given by DiZ to defend against the nobodies, since they are trying to take roxas back to the organization, that would be contradictory to DiZ's goal. And it is just a data keyblade. However, after he has that dream about the keyblade, he can summon it (the real one) at will since he starts to remember he wields it
