There is a common denominator to achieving sustainable economic development, a characteristic of a society's socio-political arrangements and institutions that exists almost everywhere. This common denominator is how revenue is raised to pay for public goods and services. What assets and activities are subject to taxation and at what levels is critical. Going back as far as Adam Smith and David Ricardo, there are strong moral and economic efficiency arguments for reliance on "rents" as the source of public revenue. More specifically, what these and other political economists argued for is the public collection of the potential annual rental value of all locations within a society, as well as the rental values of other land-like assets (i.e., assets with an inelastic supply). This includes such assets as licenses granted for control of frequencies on the broadcast spectrum, licenses to extract natural resources, and even licenses to control take-off and landing slots at airports. What societies should not tax are the legitimate private assets people produce: buildings, machinery, and technologies. It is also counter-productive to tax commerce by sales taxes or value added taxes. To the extent individual incomes are taxed, the taxation should distinguish between income earned as wages and salaries and income derived from passive and speculative investments. Edward J.
