How do I even begin to learn this with Maya? There are lots of resources for anime characters in blender but almost nothing with Maya and those in Maya are only timelapses not useful for a total beginner

Thank you for watching the video. The silhouette of this model is an upside-down version of the mesh. Work was done in Maya. The way to make it is to take the shape of the character, replicate and inflate the mesh in that state to grow the size (you can use the "transform" function in Maya) and flip the face using "shift+N" to create an outline silhouette simply.
