Mg may be in excess, with the dilute concentration of HCl that is being used here. If concentrated HCl was used, it would dissolve all of the Mg quite quickly. This would be a lot more dangerous, however.
Aqua regia is a mix of concentrated hydrochloric and nitric acids. I would say that the probability is high that both Mg and MgCl2 would dissolve in it.

The faster the reaction goes, the quicker the reactants turn into products.

You would hear a "pop". Look at the reaction, and you will see where the pop comes from. Mg + 2HCl --> MgCl2 + H2
