For universalization of secondary and higher secondary education in the state, higher secondary schools have been established in 6421 secondary school-less panchayats. Teachers have been appointed in these schools by Panchayati Raj Institutions and Bihar Public Service Commission. It is the responsibility of teachers to be present in schools and do quality teaching work. Asking teachers to do non-educational work disrupts children's studies. A decision was taken to create one post of school assistant in each school to do non-educational work in secondary schools. In view of the above, the Council of Ministers approved the creation of one post each in every uprooted / newly established higher secondary school, i.e. a total of 6421 posts of school assistant. Appointment to these 6421 newly created posts of school assistant will be done by the panel formation committee constituted by Bihar District Council / Municipal Body Secondary and Higher Secondary School Service (Appointment, Promotion, Transfer, Disciplinary Action and Service Conditions) Rules 2020 in the context of departmental resolution number 1128 dated 21.07.2020 in the direction given by the General Administration. First of all, the dependents of teachers and non-teaching staff will be appointed on these posts as per the departmental time table on the basis of descending Kam/Megha marks of their death. The qualification for appointment to this post has been kept intermediate. If the post remains vacant after compassionate appointment, other candidates with intermediate qualification will be appointed as per the time table given by the department. After the creation of these posts, the difficulties being faced in compassionate appointment in the state have been resolved. Now the dependents of teachers and non-teaching staff will easily get the opportunity of compassionate appointment.
