The fact is, he/she is also finnish, and was probably referring to the annoying accent we have and the way finns drop out words from sentences. I am also finnish, and i seem to be pretty damn good at english (at least that's what my english teachers have been saying for the past 4 years). From what i've seen in our school, the teachers and the education is really great, the problem is that some students don't take education seriously enough until it's too late.
A lot of Finns tend to concider English as their "2nd language" before Swedish (official 2nd native language). Main reason seems to be that so many are far better at English and use it more. One reason may be English spoken tv series or whatnot. Swedish is not hard to learn so that is not the reason.
English is their second language, it's actually amazing the number of people who speak English and in a way they can communicate without flaws in Finland, how about the US how many people speak a second language that well? What about YOU? well you probably don't speak any other languages because you would know how hard it is to learn a new one and speak it well. So the next time you want to say something about someone's English think about this!!
I'd say you don't become successful not because of holding university degrees but because you have a country that values this profesion, I mean government and parents and students, and your teachers choose to be so because they feel it is their call to choose this career.
Finland's ranking is dropping at a breakneck pace. Education had been independent in schools. Now Politicians and senior officials make themselves important and, in their own opinion now, “invent” good new methods and projects to make the system more efficient. The teaching is now mixed up. The ranking will drop drastically.

Depends on what type of people in Finland you are talking about, in my case scenario Swedish is first, English second and Finnish third.
