Not a fair judgement - half the time when Phelps has beaten Lochte it has been a close race, often too close to call. He has improved at a faster rate than Phelps no doubt either. Towards the end of Phelps' career he consistantly beat Phelps, like in Shanghai and London. Now he is the top male swimmer in the World. They're best friends and rivals at the same time; that wouldn't be the case if Michael walked all over Lochte - clearly he doesn't hence that rivalry is there. Damn you seem ignorant
